Is this normal for strep throat?

I have an AWFUL case of strep thoat, finished a round of antibiotics about 3 days ago and my throat is worse then it was before. Yesterday my glands under my jawbone were swollen, today the entire fron of my neck is sore and swollen. It's painful to cough but I want to expectorate as much mucus as I can. ER wouldn't subscribe another round of antibiotics, just a mouthwash or penicillin shot. HELP!!! What should I do???
