What are THE FLATS in Boyle Heights? Was Aliso Village there?

I read that this is the south section of Boyle Heights...is it like a neighbourhood? Does it still has got this name nowadays? And what about Aliso Village? I read this was a project houses? But were they like low buildings or multi family houses? If you know a site with pictures that would be great.
