Adult Negligence ? My manager isn't supportive to turn a family in.. can APS be notified anonymously?

I am a health care provider who works with a team of others in a home care setting. We are regulated by both JACHO and the State Dept of Social Services.. saying that knows we are mandated reporters for suspected abuse neglect ect. Recently it has come to my attn that one of our long term patients has has mulitple incidents where the bed bound person ( she is alert to self only and can't call, or use a life alert... ) is left alone or nobody is at home. It is common knowlege amongst the staff and many times our staff has waited in excess of 20-30minutes when family finally arrives to be let in! ( the patient being alone.. we don't know how long ) I talked to my manger.. and her response was not supportive. She felt as long as there is no physical signs of neglect we shouldn't bother with anything. My social worker on the case stated she knows the patient has been left alone but doesnt approach it as it may upset the family. Can I call APS anonoymously?
